Multi-Quote Update for Small Group and Level-Funded Plans

Oct. 14, 2026

Applies to Small Groups

To quickly respond to quote requests during peak season, effective immediately, we will stop identifying multi-quote situations for small group Blue Balance Funded℠ quote requests. (This change will not impact Mid-Market Level-Funded plan quotes.)

What does this mean?
In the past, considerable time was spent identifying quote requests for the same prospect group (based on Employee ID number) to ensure all quoting brokers received the same quote/rates. Moving forward, we will no longer identify if a group has a quote already released. This means that each individual quote will be evaluated based upon the information received from the broker, at the time of the quote request. Rates may differ based on census details or new risk information.

This change aligns us to our approach for small group, Fully Insured quotes.

Different quoted rates possible
It is possible that a multi-quote group receives differing quoted rates from competing brokers. For example:

  1. Broker 1 submits a quote request on Oct. 1.
  2. Broker 2 submits on Oct. 20 and risk information has changed; rates will differ from Broker 1.
  3. Upon enrollment, Underwriting will evaluate all quotes to ensure rates are reflective of the known group risk. This could mean that Broker 1’s quote may be adjusted based on the risk change identified in Broker 2’s quote.

Why change?
We are matching the small group level-funded plan quoting process to the small group fully insured process. This also ensures that our quoting team moves small group level-funded plan quote requests forward as quickly as possible. Enhancing and speeding up this quoting process is especially critical during the Q4 peak season.
