Changes to Texas In-Vitro Fertilization Coverage
Nov. 5, 2025
(Applies to fully insured groups*)
Blue Cross and Blue Shield of Texas in-vitro fertilization plans, which are offered separately, have been updated.
What you need to know:
For plans that elect the separate in-vitro coverage offer, this benefit was expanded to all eligible individuals on the policy, including same-sex couples and single individuals. Our benefit books have been updated to describe eligibility for the IVF benefit as follows:
- The patient is a covered participant under the plan.
- The patient has a history of infertility of at least five continuous years
- OR their infertility is associated with at least one of the following medical conditions: endometriosis, exposure in utero diethylstilbestrol (DES), blockage or surgical removal of one or both fallopian tubes, oligospermia.
- The patient cannot obtain a successful pregnancy through any less costly treatment covered under this plan.
- The IVF procedures are performed in a facility licensed and approved to provide IVF services under the appropriate state authority.
When does this change go into effect?
- Upon renewal on or after Jan. 1, 2025
Background: Texas law requires that insurers offer separate plans for employers to purchase if they wish to cover IVF treatment/services.
