Providers May Use Mother's Medicaid ID When Submitting Claims for Newborns Update

Reminder: In accordance with House Bill 3940, 89th Legislature, Regular Session 2025, a newborn is automatically eligible for Medicaid and the mother’s Medicaid ID number may be used by providers for billing purposes until the child is assigned a separate Medicaid ID. This provision from the Texas Health and Human Services Commission   helps ensure that newborns have timely access to covered services until enrollment processing is complete. Resources: Providers should refer to the Department of State Health Services for a “Parents of Newborns” booklet and “A Parent’s Guide to Raising Healthy, Happy Children.” The website has been updated to include information about Medicaid benefits for newborns, eligibility requirements, the application process and how to report a child’s birth for enrollment. Please be aware of these updates and distribute to your office as necessary.
