What’s new: On Dec. 18, 2025, the Texas Health and Human Services Commission announced the termination of the Aligning Technology by Linking Interoperable Systems program for the state fiscal year 2026. 

HHSC determined the ATLIS program is not viable for the upcoming fiscal year. View the termination letter here.

The termination is in accordance with specific sections of various managed care contracts and manuals, including the Uniform Managed Care Contract (Section 6.3.2.1), STAR Kids contract (Section 6.2.3), STAR+PLUS contract (Section 2.6.25.7.2.3) and the Uniform Managed Care Manual (Section 6.2.17).

What’s next: HHSC will modify performance requirements, payment methodologies and payment amounts in the relevant contracts and manuals to reflect the program's end. This notification serves as immediate notice of the termination while administrative changes are processed.
