Koll Development Company to Start Construction of New Corporate Campus Immediately

DALLAS (Oct. 22, 2007) – Blue Cross and Blue Shield of Texas (BCBSTX) has announced that an Oct. 25th groundbreaking ceremony will mark the start-up of construction activities for its new Richardson-based corporate headquarters. The ceremony is scheduled for 10 a.m. at the site of the new facility, on the northeast corner of North Central Expressway (Galatyn Exit) and Lookout Drive in Richardson, Texas.

“We anticipate that bringing all our DFW area work force together in the same facility will enhance communications, productivity, and efficiency” said Martin Foster, president, Blue Cross and Blue Shield of Texas. “With this spacious campus environment as part of our vision for the future, we are eagerly looking forward to the next step, which is to get the construction phase of this 34-acre corporate complex underway.”

Construction of the new Blue Cross and Blue Shield of Texas headquarters will begin immediately with completion scheduled for early 2010. Upon completion, the facility will be able to accommodate 3,900 employees, who are expected to occupy the modern complex by 2010. As BCBSTX continues to grow, KDC has land available and entitlements in place to develop the headquarters to a total of 2.3 million square feet with room to house 8,000 employees.

The BCBSTX headquarters will be a Class A facility with two towers and a multi-level parking structure. It will include a full-service cafeteria, as well as multiple conference and meeting rooms and a 400-seat auditorium. The interior design includes Texas stone accents and custom woodwork.

Jeff Ellerman and Mike Sessa of The Staubach Company represented Blue Cross and Blue Shield of Texas in the transaction. Dallas-based Corgan Architects, Inc. and Chicago-based zpd+a are the project architects for the new headquarters. KDC will develop and own the new facility (1001 E. Lookout Drive), as well as assume BCBSTX’s existing lease obligations at its current 901 South Central Expressway location in Richardson, Texas.
