BLUE CROSS AND BLUE SHIELD OF TEXAS' NEW HEADQUARTERS WINS TWO TOP HONORS AT THE DALLAS BUSINESS JOURNALS' BEST REAL ESTATE DEALS AWARDS

The Dallas Business Journal Recognized Top Dallas- Fort Worth Area Companies with Awards
 in 17 Categories, Representing the Best Real Estate Deals of the Year.

   Richardson, Texas (Feb. 26, 2006)  - Blue Cross and Blue Shield of Texas (BCBSTX) announced today that it has been selected from over 400 nominations as the recipient of two of the Best Real Estate Deals of the Year awards.  The Dallas Business Journal's 15th Annual awards event recognizing the best commercial real estate deals of 2006 in the Metroplex honored Blue Cross in two categories:  Best Office Deal in Newly Developed Space and the most prestigious category, Best Real Estate Deal of 2006.     
    
   "The fact that our new corporate campus in Richardson won two awards at this competitive event made it a winning evening for Blue Cross as well as the City of Richardson and the Koll Development Company, which is building the campus," says Martin G. Foster, president, Blue Cross and Blue Shield of Texas.  "I could not be more pleased that our new site, the largest transit-oriented office development ever in North Texas, has garnered so much attention and importance in such an intensely active real estate market."
    
   The 1.1 million square foot complex, one of the largest build-to-suit deals that has come to North Texas in about a decade, is expected to break ground this fall on 34 acres in the Galatyn Park area of Richardson, Texas, just 4 miles north of Blue Cross' current headquarters location, which was built in the 1970s and '80s.  The new campus will allow Blue Cross to consolidate its Metroplex operations into one modern complex, designed to accommodate 3,900 employees upon its completion in 2010.
